The new memorial was constructed in the center of West Hartford. The consecrated ground is left unmarked while a low wall and walkway curves around the perimeter. The wall, named the Wall of Peace, doubles as a time line of history running from the colonial era to present day, with space for expansion for the next 20 years. Where conflict occurs, there are jagged breaks in the wall with the names of the honored fallen inscribed on the stones. Soil from every continent and water from each ocean was added to the center area. The element of flowing water is also used in a separate installation called the Healing Rock.
